About me

Roger has provided Expert Regulatory and Accounting support for Energy & Utility sector clients for 40 years, with over 30 years focusing on Public Utility regulatory matters. Roger analyses complex financial filings and identifies issues and rate-making solutions working with interdisciplinary teams of Engineers, Attorneys and other Industry Experts. Roger’s experience embraces the full lifecycle of utility and regulation, including policy development, filing review, preparation of financial analysis, briefings and reports related to franchise, rate base, rate of return, cost of service and rate change applications for a variety of Regulators, Utilities and Intervenors across North America. Roger has extensive experience with small and large integrated utilities and utility services, including natural gas, water/wastewater, all forms of power generation (hydro, nuclear, thermal and renewable), transmission & distribution, retail, energy efficiency and public auto insurance.

Roger’s experience includes written and oral Expert Witness services, including the development of interrogatories, direct testimony, rebuttal, surrebuttal and briefs to be considered by Boards and Commissions in the adjudication of utility filings. Quantiv’s current portfolio of regulatory support engagements includes Expert Witness services for the Pennsylvania Office of Small Business Advocate, which has included intervention and advocacy with gas, water and wastewater applications for base rates and acquisitions, and policy positions for data center load and general provisions for rules of administrative practice, all subject to the jurisdiction of the Pennsylvania Public Utility Commission.
